On May 25, 2023, the Rock County Board established a committee to serve as an Environmental Management System, known as EMS, for the purpose of interfacing with all County committees of efficient energy use and the reduction of waste. The committee is responsible for participating in the Green Tier Legacy communities, and interfacing with all facets of Rock County as an organization on the efficient use of energy and the reduction of waste. The EMS Committee shall have five members total, three of whom shall be selected from the County Board of Supervisors, and two of whom should be selected from members of the community.
 
Upon the creation of this committee, Rock County will join Green Tier Legacy communities, a volunteer alliance. The Wisconsin Department of Natural Resources, in partnership with the Wisconsin Counties Association, League of Wisconsin Municipalities, 1,000 Friends of Wisconsin, twenty cities, five counties, numerous townships and villages, have created the charter Green Tier Legacy Communities, a voluntary program designed to improve the quality of life and economic vitality of communities. Members received benefits such as sharing affirmative measures on efficient energy while reducing heat trapping pollution, simplifying access to grants and funding for projects related to the goals of the charter. Through this charter, Rock County would be eligible for grants and loans related to preparing, implementing, and improving wastewater, storm water, drinking water, and wetlands issues.
