Community Programs
The Rock County Community Programs Bureau oversees the Electronic Monitoring Program, Project Lifesaver, RECAP (Rock County Education and Addictions Program) and the OWI, Drug, and Veterans Courts.
The Electronic Monitoring Program offers qualified inmates that are sentenced with Huber privileges an opportunity to serve their jail sentence from an approved residence within Rock County. This will allow them to maintain family relationships and fulfill their employment responsibilities more efficiently.
Although these inmates are not confined within the walls of the jail, they are held to a very stringent set of rules while serving their time on electronic monitoring.
The Project LifeSaver Program is designed to assist families with individuals who have a history of wandering out of their homes due to cognitive disorders, Alzheimer’s, Down syndrome, or Autism. This is a low-cost assistance program that places a small wristband on an individual that constantly relays a transmitter signal every second, twenty-four hours a day. If an individual who is fitted with this bracelet wanders off, specially trained officers can track and locate these individuals before they possibly get hurt or are lost. The officers also conduct monthly maintenance checks and battery changes of the equipment to insure it is working properly. There is a one-time administrative processing fee of $25.00 and a monthly maintenance fee of $10.00. This Program is self-funded.
Project LifeSaver is a not-for-profit organization that serves the Rock County Sheriff’s Office along with Police, Fire, and Emergency Medical Services agencies nationwide.
The Rock County Education and Criminal Addiction Program (RECAP) has been in existence for the past 29 years. The Program provides services to Rock County inmates who are either sentenced to the Program through the courts or referred by Probation and Parole as an alternative to revocation (ATR). RECAP is a five-month in-house drug and alcohol treatment program that focuses on the participants’ addictions, provides educational services where needed, requires extensive community service hours, and assists the participant in reintegrating into society. Completion times may vary depending on individual disciplinary issues. Once all program requirements are met, a graduation ceremony is held to honor those who have successfully completed the program. Those who complete the program and are on probation are released to continue with probation and aftercare services. Those who complete and were sentenced to the program either get the remainder of their sentence stayed or can petition for full Huber and, if granted, be released on electronic monitoring for the remainder of their sentence.
