What is Family Recovery Court (FRC)?  

Rock County Family Recovery Court (FRC) is one of three specialized treatment courts in Rock County. FRC is designed for families struggling with substance use disorders and are involved in the Rock County child welfare system. This specialized treatment court program works in collaboration with court partners, community partners, and Rock County Human Services programs, including behavioral health and child welfare, to work towards a common goal of supporting parents in recovery and building a strong, safe, and healthy family. FRC participants work through four (4) milestones that works in conjunction with a family's child in need of protection and services (CHIPS) court order. There is an optional fifth (5th) milestone that allows participants who have successfully completed the program and closed their child welfare case to be peer supports for the FRC participants. The program offers intensive case management, treatment services including intensive outpatient, outpatient, individual therapy, medication assisted treatment (MAT), and medication management.  Additionally, the FRC program provides increased accountability through increased communication and contact with the presiding juvenile court judge and drug test monitoring through Averhealth. To be eligible for FRC a family needs to have an Out-of-Home CHIPs or an In-Home CHIPs order through Rock County. Additionally, the family needs to reside in Rock County and cannot be a participant of the any of the other county's treatment courts.
